Special Admission Procedure for Foreign Citizens and Stateless Persons

  1. Foreign citizens and stateless persons have the right to receive higher education at the expense of budgetary allocations in accordance with international treaties of the Russian Federation, federal laws, or the quota for education of foreign citizens and stateless persons established by the Government of the Russian Federation (hereinafter- quota for education for foreign citizens), as well as at the expense of individuals and legal entities in accordance with agreements on the provision of paid educational services.
  2. Admission to training within the quota for education of foreign citizens shall be carried out in accordance with the directions of the federal executive body, carrying out functions on the development of state policy and normative-legal regulation in the sphere of higher education. Enrollment within the quota for education of foreign citizens is documented by a separate order (orders) of the University.
  3. Foreign citizens who enrol in education on the basis of international agreements shall submit, in addition to the documents specified in paragraph 8.10 of these Rules, documents confirming their classification as persons specified in the relevant international agreements.
  4. Foreign citizens and stateless persons who are compatriots living abroad (hereinafter - compatriots) shall submit, in addition to the documents specified in paragraph 8.10 of these Rules, originals or copies of documents provided for in Article 17 of the Federal Law No. 99-FZ dated 24.05.1999 ‘On the State Policy of the Russian Federation concerning Compatriots Abroad’.
  5. Compatriots are not subject to special rights at admission to bachelor's and specialist programmes provided in accordance with Federal Law No. 273-FZ, unless otherwise provided for by an international treaty of the Russian Federation.
  6. For admission to bachelor's degree programmes and specialist programmes under agreements on the provision of paid educational services, the University independently establishes a list of entrance tests for foreign citizens and stateless persons (hereinafter- entrance tests established for foreign citizens). Foreign citizens and stateless persons may choose to apply for training according to the results of entrance tests established for foreign citizens or according to the results of entrance tests specified in paragraphs 2.1-2.11 of these Rules.
  7. When submitting documents, a foreign citizen or a stateless person shall submit, in accordance with subparagraph 1 of paragraph 8.10 of these Rules, the original or a copy of a document certifying their identity, citizenship, or a document certifying the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law of 25.07.2002 No. 115-FZ ‘On the Legal Status of Foreign Citizens in the Russian Federation’.
