Rules for the stay of foreign citizens on the territory of the Russian Federation

1. All foreign citizens arriving at the University, are instructed on compliance with the requirements of the migration legislation of the Russian Federation (Rules of Stay of Foreign Citizens in the Russian Federation).

2. The instructing is conducted by an official of the International Students and Protocol Office (International Office); the instructing is recorded by the official of the International Students and Protocol Office (International Office) in the relevant journal with a signature in the journal of the foreign student.

3. Foreign citizens arriving at the University shall observe the following rules:

3.1 Foreign citizens living in the University's dormitory shall, within three days (excluding weekends and public holidays), report to the International Students and Protocol Office (International Office) and provide originals and copies of the following documents for the migration registration at the address of the dormitory:

  • the passport or identity card used to enter the territory of the Russian Federation (copies of all pages carrying information);
  • the migration card;
  • a valid visa issued upon the invitation of the University or the Ministry of Science and Higher Education of the Russian Federation (in case of arrival according to the visa-required procedure);
  • a letter from the dormitory supervisor.

3.2 Foreign citizens living at a private address shall register for the migration at their actual place of residence. In this case, the registration is carried out by the owner of the flat upon arrival, at each subsequent entry into the Russian Federation, as well as upon extension of the stay period. A foreign citizen shall submit a copy of the migration registration notification to the International Students and Protocol Office (International Office) within seven days.

3.3 At least 30 calendar days before the expiry of the temporary stay period in the Russian Federation, established at the initial registration for the migration registration, to arrive in person at the International Students and Protocol Office (International Office) and provide originals and copies of documents for the extension of the stay period in Russia:

  • the passport or identity card used to enter the territory of the Russian Federation;
  • the migration card;
  • an extract from the admission order to the first year (for foreign citizens enrolled in the first year);
  • an extract from the transfer order to the next course (for foreign citizens transferred to the next course);
  • a receipt for payment of the state duty (in case of the stay period extension on the territory of the Russian Federation by issuing a multiple-entry visa);
  • the required number of photographs;
  • a copy of the previous registration notification.

3.4 When travelling to other residential areas of the Russian Federation, inform the persons responsible for the reception of foreign citizens, the receiving educational department, about the purpose of the trip, time and place of stay.

3.5 In case of necessity to stay in another residential area for more than three days, apply to the receiving party (a citizen of the Russian Federation who provided accommodation, or to the administration of the receiving organisation) for the migration registration.

3.6 Within two working days after returning to the University from a trip within the Russian Federation, after leaving the hotel, and after being in a medical institution for stationary treatment, personally arrive at the International Students and Protocol Office (International Office) and submit documents for the migration registration:
the passport or identity card used to enter the territory of the Russian Federation, the migration card, notification of the migration registration.

3.7 Before leaving the Russian Federation, inform the staff of the receiving educational department (institute, pre-university department) about the purpose and time of the trip; within two working days upon returning from the trip, submit to the International Students and Protocol Office (International Office) the passport or identity card used for the entry, the migration card.

3.8 In case of changing the residence or place of stay (including moving from one University dormitory to another), within two working days, personally arrive at the International Students and Protocol Office (International Office) to register for migration at the address of the dormitory or submit a copy of the notification of registration at a private address.

3.9 No later than six months before the expiry date of the identity document used to enter the territory of the Russian Federation, extend its validity or replace it in accordance with national legislation and submit the original of the new document to the International Students and Protocol Office (International Office).

3.10. Upon completion of studies at the University, a foreign citizen is obliged to leave the territory of the Russian Federation within thirty days from the date of the expulsion order issued by the University.

3.11. In the event of early expulsion for failure to fulfil the requirements of the curriculum or violations of the contract terms, a foreign citizen is obliged to leave the territory of the Russian Federation within three days from the expulsion order date issued by the University.

3.12. A foreign citizen is obliged to leave the Russian Federation before the expiry of the visa or the temporary stay period, which is established by the current legislation.
