Special admission procedure for foreign citizens and stateless persons

  1. Foreign citizens and stateless persons have the right to receive higher education at the expense of budgetary allocations in accordance with international treaties of the Russian Federation, federal laws, or the quota for education of foreign citizens and stateless persons established by the Government of the Russian Federation (hereinafter- quota for education for foreign citizens), as well as at the expense of individuals and legal entities in accordance with agreements on the provision of paid educational services.
  2. Admission to training within the quota for education of foreign citizens shall be carried out in accordance with the directions of the federal executive body, carrying out functions on the development of state policy and normative-legal regulation in the sphere of higher education. Enrollment within the quota for education of foreign citizens is documented by a separate order (orders) of the organisation.
  3. Foreign citizens who enrol in education on the basis of international agreements shall submit, in addition to the documents specified in subparagraph 3.4 of these Rules, documents confirming their classification as persons specified in the relevant international agreements.
  4. Foreign citizens and stateless persons who are compatriots living abroad (hereinafter - compatriots) shall submit, in addition to the documents specified in paragraph 3.4 of these Rules, originals or copies of documents provided for in Part 6 of Article 17 of the Federal Law No. 99-FZ dated 24.05.1999 ‘On the State Policy of the Russian Federation Concerning Compatriots Abroad’.
  5. When submitting documents, a foreign citizen or stateless person shall submit, in accordance with subparagraph 1 of subparagraph 3.4 of the Rules, an original or a copy of a document certifying the identity, citizenship, or a document certifying the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of Federal Law No. 115-FZ dated July 25, 2002 ‘Concerning the Legal Status of Foreign Citizens in the Russian Federation’.
  6. Admission of foreign citizens and stateless persons for training under educational programmes containing information constituting a state secret shall be carried out within the quota for the education of foreign citizens in compliance with the requirements stipulated by the legislation of the Russian Federation on state secrets.
