Admissions campaign 2026 started at KSTU
The admissions campaign at Kaliningrad State Technical University began on 20 June 2026.
Y.V. Borisevich, Executive Secretary of the Admissions Committee, spoke about the admissions rules and specific features of applying to KSTU in 2026, as well as the changes that will affect applicants.

Application deadlines
Let’s start with the application deadlines for those applying for the first year in 2026 based on their Unified State Examination (USE) results:
submission of documents – from 20 June to 25 July (state-funded places).
For certain categories of applicants taking the KSTU entrance examinations, the application period runs from 20 June to 20 July 2026 (state-funded places).

What is employer-sponsored education admission competition, and who can participate in it and how?
Employer-sponsored education is studying at a higher education institution under an educational expense agreement with an organisation providing work. If a citizen has concluded such an agreement, the employer is obliged to provide the student with support measures during their studies and to employ them upon graduation. The student is obliged to complete the study programme and work for a period of 3 to 5 years, as stipulated in the agreement.
How do I apply for places within the employer-sponsored quota?
Admission to places within the employer-sponsored quota is a special university admission process that allows you to enrol through a separate competition.
If you are applying for bachelor’s, specialist or basic higher education programmes, please follow these steps:
Step 1. Submit your application via the Gosuslugi portal.
Step 2. Answer Yes to the question regarding employer-sponsored education when completing the form.
Step 3. Review the offers from employers on the Work in Russia platform and select a suitable one.
Step 4. Select a university and admission groups, ensuring you tick the box for the employer-sponsored competition.
Please note: you may only select one employer-sponsored competition, and it must match the employer’s offer you selected earlier.
Step 5. Monitor your position on the admission lists on the website of KSTU.
Step 6. If you are successful in the selection process, submit the original document on education by 12:00 (Moscow time) on 28 July via Gosuslugi or in person to the admissions office.
Step 7. Wait for your admission order – the information will appear on Gosuslugi and the university’s website.
Step 8. Sign an educational expense agreement with the employer before the start of the academic year (via Goskey (Gosklyuch) or in person).

Special and separate quotas
Which other categories of citizens have special rights?
There is a special quota for people with disabilities in Groups I and II, people with disabilities since childhood, orphans and children left without parental care.
There is also a separate quota for participants in special military operations and combat operations on the territory of foreign states and the Russian Federation, as well as for their children and widows.

Number of degree programmes when submitting applications
In 2026, when submitting their applications, applicants are entitled to apply for up to 5 degree programmes, applying simultaneously for both state-funded and fee-paying places and indicating both state-funded and fee-paying options for each programme. Individuals who have applied for employer-sponsored education programmes or who have special entitlements may additionally indicate them in their application form.
Number of places available for first-year admission in 2026
In total, 1,839 places are available at KSTU in 2026 for bachelor’s and specialist degree programmes.
What will the admission score be at KSTU in 2026?
KSTU does not set the admission score itself. It is calculated for each competitive group once all stages of enrolment have been completed. Consistently high scores (200–230 points) remain for programmes related to the IT subject area and the Construction training direction. The admission score is rising for the training programmes Mechanical Engineering, Automation of Technological Processes and Production, Economic Security, Electroenergetics and Electrical Engineering, as well as for Navigation and Operation of Ship Power Plants. An increase in the admission score is forecast for programmes in Agronomy, Water Bioresources and Aquaculture, Environmental Engineering and Water Management and Veterinary Medicine due to growing interest in careers within the agro-industrial sector.
Entrance examinations for college graduates and other categories
When will the entrance examinations take place for applicants with vocational education (and other individual categories of citizens specified in the Admissions Regulations)?
Entrance examinations at KSTU will take place until 25 July 2026 (state-funded places).
Specifics of admissions for college graduates
From 1 September 2025, amendments were made to the Federal Law On Education in the Russian Federation. Graduates of secondary vocational education retain the right to apply to KSTU based on both their Unified State Examination (USE) results and the results of entrance examinations conducted independently by the university. However, the following rule has been in effect since 2025: an applicant may apply for higher education programmes based on the results of the university’s entrance examinations, provided that the specialisation (profile) of the bachelor’s or specialist degree programme corresponds to the specialisation of the secondary vocational education obtained.
Admission to programmes that do not correspond to the specialisation of a secondary vocational education graduate’s qualification is granted solely on the basis of the Unified State Examination (USE) results. This rule does not apply to categories of citizens who are granted special rights by law within the framework of established quotas.
The specialisation of secondary vocational education and higher education programmes is determined by the university independently. Information on the alignment of programmes, specifically for employer-sponsored groups, is available on the university’s website:

Declaration of Consent to Enrolment
Is it necessary to submit a declaration of consent to enrolment in 2026 in order to be enrolled to the first year?
Yes. To be enrolled, applicants must indicate their admission priorities for each selection round (training directions and specialities) in their application form. To confirm their enrolment to the university, applicants must either submit their consent to enrolment in person—if the application was submitted in paper form—or tick the box confirming their consent to enrolment on the Unified Portal of Public and Municipal Services via their personal account. If an applicant has been successful in the selection process for their chosen training directions, it is important to complete this within the specified deadlines. Otherwise, enrolment will not be possible.

What is the deadline for applicants to submit their consent to enrolment in order to be eligible for a state-funded place?
The deadline for submitting consent to enrolment (or marking the relevant box on the Unified Portal of Public and Municipal Services) during the priority stage (employer-sponsored competition, quotas) is 1 August 2026.
The deadline for submitting consent to enrolment during the main stage (state-funded places) is 5 August 2026.
When will enrolment orders for the first year be issued?
Enrolment orders will be issued on the following dates: no later than 3 August 2026, an enrolment order will be issued for applicants admitted without entrance examinations, as well as those admitted to places within the quotas (employer-sponsored, special and separate quotas).
The enrolment order for state-funded places in the main admission round will be issued no later than 7 August 2026.
Personal achievements
Which personal achievements will be taken into account in 2026 for admission to the first year at KSTU?
The following are taken into account:
- a secondary vocational education certificate (diploma) with distinction — 10 points;
- GTO (Ready for Labor and Defense) badges, voluntary work, victory or a prize-winning position in academic competitions from the Ministry of Education’s list, and others — up to 7 points;
- participation in KSTU academic competitions — up to 7 points;
- victory in the Abilympics vocational skills championship — 3 points;
- completion of military service through conscription, under contract or following mobilisation in the Armed Forces of the Russian Federation, or service in volunteer units during the special military operation on the territories of Ukraine, the DPR, the LPR, and the Zaporozhye and Kherson regions — 10 points.
